In Jambi Province, these issues have prompted the local government to establish the Regional Action Plan for Sustainable Palm Oil (RAD-KSB) as a governance instrument to strengthen institutional capacity, improve farmer performance, and enhance supply chain management. This study aims to analyze the implementation of the RAD-KSB policy and its contribution to strengthening the sustainability of palm oil farming at the subnational level. A descriptive qualitative design with an intrinsic case study approach was applied, using key informant interviews, questionnaires, and document reviews. Data were analyzed using George C. Edward III’s policy implementation model, which assesses communication, resources, disposition, and bureaucratic structure through a Likert scale. The results indicate that resources (3.8) and bureaucratic structure (3.5) are categorized as good, supported by extension services and multi-stakeholder forums, while communication (2.7) and implementer disposition (2.6) remain moderate due to limited regulatory literacy and misaligned staff competencies. Significant land legality gaps also hinder ISPO certification. By analyzing various academic sources, this research shows that the lack of coordination between government agencies and the lack of public participation are the main obstacles to achieving policy objectives. Using qualitative and quantitative descriptive methods, the study identified potential natural and cultural tourism and analyzed existing environmental conditions. The results indicate that Lake Kerinci has natural ecotourism potential with a low level of degradation, while Lake Sipin requires rehabilitation intervention due to moderate pollution. In addition, the study formulates development strategies for the agricultural and mining sectors as the region’s leading sectors. The research employs a mixed-methods approach, combining quantitative and qualitative analyses using SLQ, DLQ, Esteban-Marquillas Shift-Share, and SWOT analysis. The data used consist of (GRDP) at constant prices for the period 2011–2024. The findings indicate that the agriculture, forestry, and fisheries sector, along with the mining and quarrying sector, constitute base sectors with strong competitive advantages. The economic structure of Jambi Province remains dominated by primary sectors and has not yet undergone a significant transformation toward industrial and service sectors. The SWOT analysis places the leading sectors in Quadrant I (aggressive strategy), indicating substantial development opportunities through downstream industrialization policies, technological modernization, and strengthened environmental governance. This study aims to analyze the impact of the KKL-PPM program on improving community competence and empowerment in Pekon Muara Dua and Karang Rejo, Ulu Belu District. The study involved 385 respondents and employed <em>Smart-PLS</em> as the analytical tool. The results indicate that the KKL-PPM program makes a significant contribution to improving community competence in entrepreneurship, digital literacy, and sustainable agricultural practices. In addition, the program fosters community empowerment by strengthening social participation, independence, and collaborative problem-solving between students and local residents. Overall, the implementation of the KKL-PPM program has produced positive and sustainable impacts, promoting continuous learning and local development in the target villages. The findings of this study have important implications for higher education institutions, local governments, and communities. For universities, the results emphasize the importance of implementing community service programs based on empowerment and sustainable knowledge transfer. The KKL-PPM model should continue to be developed using a participatory approach, where students act not only as facilitators but also as learning partners for the community. This study provides both theoretical and practical contributions to the development of community-based education models.
